Dear Sir:

We beg to confirm interview which undersigned

had with you this morning. We have interviewed the

Custom officials and have had confirmed that the rule

of the Port is that only registered closed lighters

can pass the red bouy at Woosung. We have also been

informed unofficially that as far as it is within the

knowledge of the Harbor Master no such lighters are

owned by any Chinese or Germans in this port.

We should be glad if you will kinily have this

officially confirmed by the Custom House,

We also confirm that we are prepared to

guarantee to let the steamers belinging to the Pacific

Mail Company load on their h_Leward journey outside of

Wooaung only. We further more confirm that we are pro-

pared to let you have a list of passengers booked from

China ports by the Pacific Hall Steamship Company, ani

that we are preparel unofficially to give you access to

the incoming manifests of this company' steamer

We further wish to confirm what we told you, that it is our wish to, as far as possible, foll the proceedure which you have laid down for neutral shipping friendly

to the Allies.

We understand that under these conditions your

Consul General isprepared to recommend to the foreign office that this arrangement be accepted and that the

Pacific Mail 3ternship Company will be considered by

you on the Jame lines as other neutral shipping friendly
